State Education Documents Fully Transition to Digital Format

The Cabinet of Ministers of the Republic of Azerbaijan has approved new regulations ensuring the issuance of state education documents in a fully electronic format. The adopted decision aims to accelerate digitalization in the education system, organize document circulation based on modern electronic governance principles, and significantly increase the accessibility of public services for citizens.

According to the new decision, the Cabinet of Ministers’ Resolution No. 82 dated 29 April 2010 is repealed and replaced with new mechanisms aligned with digitalization and e-government principles. Diplomas, certificates, attestations, and their supplements for higher education, secondary specialized education, vocational education, and general education levels will be generated as legally valid electronic documents. Thus, the entire process of issuing state education documents is transferred to a fully digital environment.

Key advantages of the new regulations include:

  • State education documents will be generated electronically through the Centralized Education Information System; 
  • Information contained in education documents will be securely presented and accessed via the E-Government Information System; 
  • Documents across all education levels will include barcodes to enable fast and online verification of authenticity; 
  • Graduates will be able to access their documents at any time through their electronic cabinets, share them digitally, and print them when necessary; 
  • Issuance of duplicates, cancellation, and reissuance of education documents will be carried out through unified, transparent, and fully digital procedures. 

The regulations systematically define the content, issuance timelines, grounds for refusal, and legal consequences of state education documents for bachelor’s, master’s, and residency levels, as well as secondary specialized, vocational, and general education levels.

In addition, by Resolution No. 2 dated 7 January 2026, the Cabinet of Ministers approved the “Rules for Issuing Certificates to Persons Who Did Not Complete Any Level or Stage of Education for Various Reasons” (https://nk.gov.az/az/senedler/qerarlar/muxtelif-sebeblerden-tehsilin-her-hansi-pillesini-9254). According to the approved rules, certificates issued to individuals who did not complete their education will be created electronically through TMIS in compliance with the Law of the Republic of Azerbaijan “On Electronic Signature and Electronic Document” and delivered to applicants’ electronic cabinets within the EHIS.

Information reflected in these certificates will be presented and obtained via EHIS, and data provided through the electronic system will have the same legal validity as paper-based documents.

Overall, the adopted regulatory changes aim to increase transparency in the issuance of state education documents, simplify administrative procedures, enhance citizen satisfaction, and strengthen the institutional foundations of digital governance in the education system.
