  • In 1971, department of Automated Control Systems (ACS) was created at the Institute of Cybernetics of ANAS.

    In 1982, the ACS department began to operate as a legal entity.

    In 1997, the Information and Telecommunications Research Center (ITRC) was created on the basis of the ACS department.

    In 2002, the Institute of Information Technologies was created on the basis of ITRC.

    In a short period, the institute has become an organization conducting innovative research on modern ICT problems, the foundation has been created for the study of current scientific and theoretical problems of information technology and the information society, new scientific departments and centers have been established. The Institute is a scientific organization that has created conditions aligned with international standards, implements projects important to society for achieving valuable results in research, and organizes innovative activities at a high level.  Important work is being carried out towards the successful implementation of scientific, technical and innovation policy by the institute. The goals of the institute include the organization and development of research activities in accordance with modern 

requirements, the improvement of the management system of research activities, the formulation of a national scientific and information space, integration into the international research environment, and the organization of personnel training at a high level.

Since 2010, the Institute of Information Technologies director is Rasim Aliguliyev, Doctor of Technical Sciences, academician, and vice-president of the Azerbaijan National Academy of Sciences (ANAS).

Currently, the institute has about 300 employees, including 2 academicians, 2 corresponding members, 12 doctors of science, and 23 doctors of philosophy. Currently, the institute has 13 departments, including additional scientific information and research metrics department, educational-innovation, multimedia technologies, and “AzScienceNet” Network Management Centers.

A Memorandum of Understanding on joint research activities was signed between the Azerbaijan Technical University (AZTU), the Institute of Control Systems, and the Institute of Information Technologies. The Memorandum aims to establish and develop relations between the parties in relevant areas, implement and improve joint research activities, and define a framework for cooperation in various directions of mutual interest. In giving a speech at the signing ceremony, the Director of the State Agency for Science and Higher Education, Doctor of Technical Sciences, Professor Ulkar Sattarova, told that the relevant document was signed in the framework of the implementation of the following duties, which are relied on the Decree of President Ilham Aliyev “On some measures related to improving management in the field of science and education in the Republic of Azerbaijan” dated July 28, 2022.

Professor Ulkar Sattarova noted that the measures that will be implemented within the framework of the Memorandum will have a great contribution to the integration of science and education, the preservation and development of existing research potential, as well as the training of highly qualified personnel by enriching the content of education in higher educational institutions. She emphasised that the agency is ready to provide the necessary support to strengthen cooperation between scientific institutions and higher education institutions and develop new mechanisms for financing research. General Director of the Institute of Control Systems, academic Ali Abbasov, noted that the Memorandum plays a significant role in terms of mutual experience and exchange of ideas between employees of AzTU and research institutes, the formation of a favourable environment for their joint activities, as well as the implementation of research outputs in practice.

Rector of AzTU, Doctor of Economic Sciences, Professor Vilayat Veliyev, highly appreciated the measures that will be implemented within the framework of the Memorandum as an important step taken towards improving the quality of teaching and training, besides implementing joint research activities. Deputy Director of the State Agency for Science and Higher Education under the Ministry of Science and Education, Corresponding Member of ANAS, Doctor of Technical Sciences, Professor Aminaga Sadigov emphasised the importance of the Memorandum in terms of protecting and developing the scientific potential of research institutes, establishing their relations with higher education institutions and further developing research and education in the country by focusing on a common goal.

Vice-President of ANAS and General Director of the Institute of Information Technologies, Academician Rasim Aliguliyev noted that the effective use of the potential of science, accelerating the integration of Azerbaijani science into world science, as well as joint governance of science and education are priority tasks of government policy. The Vice-President of ANAS underlined the importance of establishing close cooperation between the scientific institutions and higher educational institutions of the country in the direction of implementing the tasks arising from the relevant Decree signed by the president of the Republic of Azerbaijan, Ilham Aliyev, about advancing governance in the field of science and education in the Republic of Azerbaijan. He drew attention to the fact that the main mission of research is to disseminate the gained cutting-edge knowledge, convert it to education, and, at the same time, prepare intellectual human resources that meet the demands of modern times. By emphasising the importance of the Memorandum of Understanding signed with the AzTU, he said that the main goal is to establish and develop cooperation between the two organisations on the basis of new mechanisms, exchange of staff and experience, as well as support for the development and financing of research by participating in joint projects.
