Valeh Ismixhan oglu Bakhshali was born on 04.02.1959. In 1975 he graduated from the secondary school in Aghdam region, and in 1980 he graduated from the Faculty of Mechanics of the Azerbaijan Polytechnic Institute (now AzTU). In 1987, he defended his thesis on the specialty "Dynamics and durability of machines, devices and apparatuses" and received the degree of candidate of technical sciences - PhD (supervisor: prof. N.B. Gadirov) and in 2007 he received the scientific degree of doctor of technical sciences in the same specialty. He began work in NORD at the scientific research institute (1980-1983 as engineer-designer, graduate student (1983-1985), assistant (1986-1992), and senior teacher (1992-1994) at the Department of "Theoretical Mechanics" (now "Mechanics") of AzTU, associate professor (1994-2011), worked as a professor since 2011 and was appointed as the head of the department on 16.11.2016. He also taught in English Technical and Applied Mechanics, Theory of Machines and Mechanisms, and Machine Parts in the BBA and MBA programs of Georgia State University, USA, operating under the Azerbaijan State Oil and Industry University from 2006 to 2013 and from 2003 to 2017.

He has published more than 200 scientific articles and conference reports, monographs, textbooks and teaching aids in the fields of Theoretical and Applied Mechanics, Machine Dynamics, Tribology and Education in the country and abroad. He is the author of serious scientific results in the field of strength and reliability of machines and mechanisms, as well as several theorems related to finding the center of the system of parallel forces (the center of gravity of the object) from Theoretical Mechanics and hypotheses on Tribology.

His 3 monographs were published abroad - in prestigious publishing houses (LAP Lambert Academic Publishing (Germany), International Springer Publisher).

His scientific works include Russia, Georgia, Turkey, Germany, England, USA, Czech Republic, Romania, Serbia, etc. there were references in dissertations and articles in countries.

He is a member of the editorial board of international scientific journals "Problems of Mechanics" (Journal of IFToMM - International Federation for the Promotion of Mechanism and Machine Science) and American Journal of Mechanical and Industrial Engineering (USA), as well as AzTU He is a member of the editorial board of Scientific Works and Technika (Baku) magazines.

He was a reviewer of several foreign scientific journals (Journal of Nanoengineering and Nanosystems, USA; Journal of Mechanical Engineering Science (impact factor: 0.730), UK, etc.), a member of the organizing committee of international scientific conferences.

Within the framework of the academic exchange, prof. At Bilkent University of Turkey (03.07.1995-11.09.1995), at the invitation of Ihsan Doğramaci, through the line of DAAD (German Academic Exchange Service), Prof. Dr. At the invitation of Richard Markert, Darmstadt Technical University of Germany (15.10.2006-15.12.2006) and Prof. Dr. At the invitation of Wolfgang Seemann, at the University of Karlsruhe (01.10.2009-30.11.2009), as well as several times in Europe (Cambridge University, Karlsruhe University, Stuttgart University, etc.) and the USA (New York, Texas) within the framework of the European Union Programs , Houston, Michigan, etc.) has been on scientific missions to leading universities.

He was the scientific leader of the winning project on physics, mathematics and technical sciences (EIF-2011-1(3)) of the 1st grant competition of the Foundation for the Development of Science under the President of the Republic of Azerbaijan for 2011, and his "Explanatory dictionary of mechanics (terms, theorems, laws in Azerbaijani, Russian, English, German)" was published and distributed.

He participated in the grant competition of the INTAS Program of the European Union (2006), and is the head of the Scientific Consortium (Germany, Turkey, Georgia, Azerbaijan) that won within the limits of the 7th Joint Call Program of the European Union (BS-ERA.NET Pilot Joint Call 2010/2011). coordinator).

He was the national coordinator (NCP-National Contact Point) of the European Union HORIZON2020 Research and Innovation Program for the scientific direction "Smart transport".

On April 4, 2017, he participated in the international conference (HORIZON2020 Brokerage Event) dedicated to the topic "Nanotechnologies and Advanced Materials", which is one of the priorities of the Horizon 2020 Program of the European Union, held at the University of Cambridge (England) and represented our country well. At the invitation of the US State Department, within the framework of the INTERNATIONAL VISITOR LEADERSHIP PROGRAM (IVLP) program, he participated in the familiarization program with the leading universities of the states of New York, New Jersey, Michigan and Texas from April 29 to May 11, 2017.

In 2010-2015, he was a member of the Expert Council of the AAK under the President of the Republic of Azerbaijan. He is a member of the Scientific Council of the Faculty of Transport of AzTU and the Board of Directors of the Educational Society of the Republic of Azerbaijan.

Considering his international scientific activity (European Union scientific projects), he was awarded "The International Einstein Award for Scientific Achievement" for 2011 founded by the University of Cambridge and "100 best for 2011 Engineer" (Top 100 Engineers 2011) diploma was awarded.

His short scientific and pedagogical biography was included in the International Who's Who Encyclopedia (Who is Who in the World, New York, 2012, p. 144) and the National Encyclopedia of Azerbaijan (2011, vol. 3, p. 49).

There are certain services in the training of highly qualified specialists. He provides scientific guidance to doctoral students and masters who are studying in the Doctor of Philosophy and Doctor of Sciences programs at the Department of Mechanics of AzTU. In 2011, on the occasion of the 20th anniversary of Khazar University, he was awarded an honorary decree for his successful scientific and pedagogical activities in the field of training highly qualified personnel.

According to the decree of the President of the Republic of Azerbaijan Ilham Aliyev dated 30.12.2020, on the occasion of the 70th anniversary of the Azerbaijan Technical University, he was awarded the honorary title of "Honored Engineer" for his services in the training of engineering personnel and the development of technical sciences in Azerbaijan.

Currently, he is the head of the Department of Mechanics of AzTU.

He is married and has a child.
