Huseyngulu Bayram Guliyev was born in 1963 in the village of Karim-beyli, Fuzuli district, Azerbaijan. In 1985, he graduated from the Azerbaijan Institute of Oil and Chemistry (currently Azerbaijan State Oil and Industry University), Faculty of Power Engineering, Automation and Mechanics, specializing in Electrical Systems and Networks.

From 1985 to 1988, he worked at the Sumgait Electric Networks as a duty engineer, relay protection engineer, and dispatcher. In 1988, he began his academic career at the Department of Electrical Systems and Networks of Sumgait State University (formerly Sumgait branch of Azerbaijan Polytechnic Institute), initially as a laboratory assistant and later as an assistant lecturer, senior lecturer, and associate professor.

Between 1990 and 1992, he pursued postgraduate studies at the Azerbaijan Institute of Oil and Chemistry.

In 2004, he defended his PhD dissertation entitled “Development of Methods for the Analysis of Non-Sinusoidal Operating Modes in Industrial Load Nodes” and was awarded the degree of Candidate of Technical Sciences (PhD in Engineering). In 2022, he successfully defended his Doctor of Sciences dissertation on “Development of Theoretical and Methodological Foundations for Managing Power Quality Indicators in Electric Power Systems Based on Intelligent Technologies” and was awarded the degree of Doctor of Technical Sciences.

His main research areas include the application of Soft Computing technologies, particularly fuzzy logic theory, to solving practical problems in electric power systems, such as reactive power compensation, optimal power distribution, control of operating parameters, integration of green energy technologies into power systems, and power system stability. The scientific results obtained by Prof. Guliyev have been successfully implemented in the national power system of Azerbaijan.

In 2009, within the framework of the TEMPUS program, he completed an academic visit to Cologne University of Applied Sciences as part of the project “Modern Engineering Education in Azerbaijan Higher Schools.”

From 2010 to 2013, he served as Deputy Director for Education and Innovation at the “Azerbaijan Scientific-Research and Design-Prospecting Power Engineering Institute” LLC. During this period, he also headed the research laboratory “Optimal Control of Power Systems.” Subsequently, he worked as a leading researcher and head of a scientific research direction.

From 2015 to 2020, he served as Head of the Department of Power System Operation Modes.

Since 2010, he has been affiliated with Azerbaijan Technical University (AzTU), initially at the Department of Automation and Control. Currently, he serves as Professor at the Department of Machine Design, Mechatronics and Industrial Technologies (as a secondary appointment).

In 2021, he was appointed Dean of the Faculty of Power Engineering and Automation at AzTU.

Professor Guliyev is the author of more than 330 scientific and methodological works, including textbooks and teaching manuals, one monograph published abroad, and four patents. More than 50 of his scientific articles have been published in reputable international journals indexed in Springer, Scopus, and Web of Science databases.

He regularly presents research papers at international scientific conferences held both in Azerbaijan and abroad.

Since 2012, he has been a member of the international scientific seminar “Methodological Problems in Reliability Study of Large Energy Systems” named after Y.N. Rudenko (Russia); since 2017, a member of its Organizing Bureau; and since 2020, a member of its International Program Committee. He is also a member of the Program Committee of the Gnedenko e-Forum on Reliability (USA), the International Scientific and Technical Conference “Cybernetics of Energy Systems” (Russia), and serves on the editorial boards of several international and national journals, including:

Since 2023, he has also been a member of the editorial boards of the Moscow-based journals Electrical Stations, Energetics. Proceedings of the Russian Academy of Sciences, and Energetik, which are included in the database of the Higher Attestation Commission of Russia, as well as the Scopus-indexed conference proceedings series Rudenko International Conference “Methodological Problems in Reliability Study of Large Energy Systems” (RSES 2024), E3S Web of Conferences.

At AzTU, he serves as Deputy Chairman of the E2.04 Dissertation Council for the defense of PhD and Doctor of Sciences dissertations and as Chairman of the scientific seminar in the specialty “Power Plants (Electrical Part) and Electric Power Systems.”

He is a member of the Academic Council of Azerbaijan Technical University.
