Isa Ali oghlu Khalilov was born on May 2, 1961, in the village of Fakhrali, Bolnisi District, Republic of Georgia. From 1968 to 1978, he attended secondary school in the village of Fakhrali. After graduating from secondary school, he enrolled in the Faculty of Mechanical Engineering at the Azerbaijan Polytechnic Institute (now Azerbaijan Technical University, AzTU). During his student years, he was an active participant in the university's public life and was a recipient of the Lenin Scholarship. In 1983, he graduated from the institute with honors, and from 1983 to 1984, he worked as a process engineer at the Baku Household Air Conditioner Plant.

In 1984, he began his postgraduate studies in the specialty "Machine Science and Machine Parts" at the Department of Machine Parts and Hoisting-and-Transport Machines of Azerbaijan Technical University (AzTU). In 1990, he defended his Candidate of Sciences (PhD) dissertation titled "Development of an Algorithm for Systemic Probabilistic Calculation of Tooth-type Couplings." In 2013, he defended his doctoral dissertation titled "Development of Theoretical Foundations for the Selection of Couplings with System Analysis of Machine Drives" and was awarded the degree of Doctor of Technical Sciences.

In 1988, he completed an advanced training course at the Bauman Higher Technical School in Moscow, in 1992–1993, at Ruhr University Bochum and in 1997–1998, 2003, 2006, and 2009, at Hochschule (University) Karlsruhe at the invitation of the German Academic Exchange Service (DAAD).

In 1996–1997, he graduated with honors from courses on the establishment and management of enterprises in a social market economy within the framework of the Carl Duisberg Society program and received a first-degree diploma. As part of this program, he gained practical experience in the technical and economic organization of automobile manufacturing and the management of automated production enterprises at the Mercedes-Benz plant in Wörth, one of the world's largest automobile manufacturing facilities.

From 1987 to 1991, he served as an assistant at the Department of Machine Parts and Hoisting-and-Transport Machines of Azerbaijan Technical University, and from 1991 to 2013, as an associate professor at the same department. From 2013 to 2015, he headed the Department of Theory of Machines and Mechanisms. From 2015 to 2021, he served as a professor of the same department. Additionally, from 1990 to 1992, he was the Deputy Dean for Academic Affairs at the Faculty of Robotics, and from 1993 to 1998, the Deputy Dean for Research.

From 2005 to 2008, he served as an advisor to the rector. From 2008 to 2021, he held the position of Vice-Rector for Academic Affairs at Azerbaijan Technical University. Since 2021, he has headed the Department of Mechatronics and Machine Design, and since 2023, the Department of Machine Design and Industrial Technologies. Since 2025, he has been serving as the Head of the Department of Machine Design, Mechatronics and Industrial Technologies.

He is the author of more than 170 scientific, technical, and methodological works, including 1 monograph, 3 textbooks, 4 teaching manuals, 20 scientific and methodological collections, and 2 technical dictionaries.

He is an active participant in the scientific, educational, and public life of the university and is a member of the Dissertation Council operating at Azerbaijan Technical University. In 2011 and 2015, he was awarded a Certificate of Merit by the Minister of Education of the Republic of Azerbaijan. In 2020, by decree of the President of the Republic of Azerbaijan, Ilham Aliyev, he was conferred the honorary title of "Honored Teacher."

He is fluent in Russian and German. He is married and has a son and a daughter.
